UK steps up support for global efforts to prepare for El Niño following devastating extreme weather

The United Kingdom has stepped up its support for global efforts to prepare for extreme weather conditions driven by the El Niño climate phenomenon. The new initiative will help hundreds of thousands of people around the world prepare for droughts, floods, and food shortages before they escalate into humanitarian emergencies. This announcement follows a year of devastating extreme weather events and aims to mitigate global impacts by helping vulnerable communities protect livestock, reinforce homes, and support farmers before disasters strike.

Under this initiative, up to £15 million is being made available through the UK's Humanitarian Crisis Fund to support anticipatory action in countries most at risk from El Niño. Depending on the seasonal context, this funding targets drought-prone parts of southern Africa, Southeast Asia, and Latin America, as well as flood-affected regions in East Africa and South America. The targeted interventions are designed to be practical and proven to build local resilience.

British funding will support essential measures such as vaccinating livestock ahead of drought conditions, reinforcing homes prior to severe flooding, and providing cash support to farming families. This financial assistance enables farming households to purchase vital supplies and safeguard their livelihoods before climate shocks take full effect. Officials emphasized that acting early helps protect lives and reduce long-term suffering.

Kirsty McNeill, the UK Minister for Development, stressed that the climate crisis is already a present reality with cross-border impacts on food supplies and family costs. She highlighted that early intervention is far more cost-effective than picking up the pieces after a disaster has occurred, noting that leveraging science, forecasting, and international partnerships represents a smarter approach to security and resilience. The funding announcement coincides with the Minister setting out her vision for a modern, values-led approach to international development at the New Economics Foundation.

While approximately 35% of humanitarian shocks can be predicted in advance, less than 1% of global humanitarian funding is currently allocated to anticipatory action. The UK is positioning itself as a global leader in early action, utilizing early warning systems and pre-arranged finance to reduce suffering. Evidence demonstrates that proactive measures—such as those proposed for the Horn of Africa—can prevent billions of dollars in lost assets and incomes, proving that early preparedness delivers superior value compared to reactive disaster response.
