Ministry of Agriculture of Kazakhstan Temporarily Bans Export of Dam Livestock

The Ministry of Agriculture of the Republic of Kazakhstan, in cooperation with the Ministry of Finance, has decided to introduce a temporary ban on the export of dam livestock. The restrictive measure applies to both cattle and small ruminants and is enacted for a period of six months, covering shipments to the member states of the Eurasian Economic Union (EAEU).

This decision is formalized in a joint decree issued by the heads of the two departments: the Minister of Agriculture of the Republic of Kazakhstan dated November 3, 2026, No. 389, and the Minister of Finance of the Republic of Kazakhstan dated November 3, 2026, No. 746. The official document came into legal effect on November 5.

According to the text of the decree, the export ban covers specific categories of agricultural animals leaving the territory of the Republic of Kazakhstan. Specifically, the restriction targets the dam livestock of cattle, which falls under code 0102 of the EAEU Single Commodity Nomenclature of Foreign Economic Activity.

Furthermore, similar restrictions have been established for the dam livestock of small ruminants, classified under code 0104. These measures are designed to stabilize the domestic agricultural market and preserve the breeding and productive potential of the country's livestock industry.

As part of the implementation of the adopted decree, the Ministry of Agriculture of the Republic of Kazakhstan has been instructed to properly inform the Eurasian Economic Commission about the application of these temporary export restriction measures in accordance with established legislative procedures.
