New Crop Corn May Bear the Heaviest Impact of Logistics Disruptions

The recovery of alternative routes supported a September rebound in agricultural exports, yet it failed to bridge the gap between the capacities of major sea terminals and smaller river ports, according to UkrAgroConsult. Analysts report that agricultural exports rose to 2.17 million tons in September, with shipments through Danube ports approaching 1 million tons. Meanwhile, the activity of Romania's Constanta as a transit hub for Ukrainian grain has increased significantly.

This redirection demonstrates exporters' ability to adapt routes to ongoing restrictions, but it also heightens dependence on infrastructure, regulatory decisions, and vessel availability outside Ukraine. The primary factor of instability remains navigation safety in the western Black Sea. The spread of attacks on commercial vessels near Romania and Bulgaria is altering risk assessments not just for Ukrainian ports, but for the entire regional supply chain.

This directly impacts shipowners' willingness to undertake voyages, war risk insurance premiums, and the ultimate delivery cost. Freight rates from Reni and Izmail to Alexandria climbed to $48–58 per ton in October, and insurance costs notably increased. Routes through Constanta and Bulgarian ports remain relatively cheaper, though they have also risen in price due to mounting demand for alternative corridors.

Additional pressure comes from the congestion of the Sulina Canal: queues, transit delays, and demurrage costs inflate the final logistics bill even without shifts in baseline freight rates. A comparison of transport corridors shows that export economics are driven not only by voyage costs, but by a combination of risks, insurance terms, and waiting times at transit bottlenecks.

The most tangible consequences of these logistics disruptions are expected to coincide with the mass arrival of new crop corn on the market. Higher transportation costs and unpredictable shipment schedules reduce the maximum possible purchase price for grain domestically, weaken producer margins, and increase the risk of surplus accumulation and storage deficits. Future export resilience will depend on secure Danube access and efficient queue management.
