The adult fly is a small, dark-colored insect. The larval stage, which is the most damaging, is a legless, creamy-white maggot that develops inside the developing cone scales.

This species is highly host-specific, primarily targeting the cones of the Norway spruce (Picea abies) during its reproductive cycle.
