Türkiye updates food codex to tighten regulations on meat products

The Agriculture and Forestry Ministry is preparing to amend the “Turkish Food Codex Regulation on Meat, Prepared Meat Mixtures and Meat Products” to guarantee food safety, protect consumer interests, and prevent unfair competition within the domestic market. The comprehensive update introduces stricter compliance standards for manufacturers across the country.

Under the updated regulation, manufacturers are strictly banned from introducing external protein or nitrogen sources into specified products, with exceptions only for the meat’s natural protein and essential processing components such as milk, eggs, or yogurt. This measure is designed to combat unauthorized alterations and maintain product integrity.

To preserve traditional flavor profiles, manufacturers will no longer be permitted to smoke these meat products or incorporate non-traditional ingredients, including pistachios and cheese. Furthermore, the regulation mandates that packaging for “döner,” the popular meat dish cooked on a rotisserie, must explicitly state the exact method of production.

The regulatory updates also stipulate that hamburger patties will be produced in accordance with the established criteria for meatballs. The new rules restrict the use of fillers, such as starch, soy, and their derivatives, which are technically necessary for composition but have frequently been used for unauthorized purposes, such as artificially inflating product weight.

Additionally, compositional standards will shift based on the meat utilized, raising calcium levels in poultry sucuk by 50 grams per kilogram while reducing fat content in poultry mixtures and döner. Product definitions will also be adjusted accordingly, and the official publication of the regulation in the official gazette is expected shortly.
